CURRENT AND NEXT ACTIVITIES (DRAFT PROGRAMME)

Project SCOPE 2. This is a Phare programme with
a global budget of 1.500.000 Euro for acceeding countries to
install new services providing assistance to workers' cooperatives
and participative enterprises in their development. CECOP (the
European Confederation of Workers' Cooperatives is the leading
organisation and EFES is a partner of the project. All EFES
member organisations in the candidate countries are invited
to take part.
SCOPE2 follows SCOPE1, which was considered by European Commissionner
Erkki Liikanen as the best for Central and Eastern European
Countries. The Report on SCOPE1 is really excellent: click

of the first partners' meeting in Prag, 0ctober 16-19, 2003,
giving a short description of the project, its main components
and the role of EFES.
European Programme for Employee Ownership Education and
Learning: this is one of EFES' main new priorities.
A new web page is now open to
discuss and to develop this programme on Euro EO Training. We
had a full week seminar on the matter in Bilbao from September
7 to 14, 2003: here

We have a one-year project with a final conference; our intention
was to organize it in 2003, but the project was postponed because
of the European Commission - DG Employment. We are now going
to submit it again for 2004/2005.In a first stage, this project will help to collect and to describe
existing education and training programmes in various countries.
Following stages will be to define common programmes and a set
of specifications for certifying programmes.
Belgian Programme for employee share ownership:
EFES BELGIUM is now very successful in developing its Belgian
Programme, including: experts pool, partners network, information,
education and training, dissemination of the Spanish model of

Polish website:
Thanks to a Leonardo project organized by the University of
Krakow, and EFES beeing a partner, we are now developing a full
website in Polish with the help of two Polish students,we have
here in Brussels two Polish students: Aleksandra Michalik and

National conference for employee share ownership in Denmark

EFES will develop a set of "national conferences"
in countries where information and employee share ownership
seem underdeveloped.
Our first intention regarding Denmark was to organize this "national
conference" in October 2003, but the project had to be
postponed because of the European Commission - DG Employment
and Social Affairs.
We are now going to submit the project again for a conference
to be held in October 2004.
Next European Parliament and next European Commission:
Remember that the European Parliament will be reelected on June
13, 2004 and that we'll get a new Commission, with new Commissionners
and new competences. In this context, we plead for the idea
that the competences about employee ownership should move from
DG Employment & Social Affairs to DG Enterprises. You can find
our arguments in our
Response to the Green Paper on Entrepreneurship The Commissionners'
competences will be decided by the national governments. In
this context, all EFES members in all countries could make efforts
to lobby their national governments about that. In Belgium,
we already discussed the point with our Prime Minister's cabinet
and we sent him a personal letter.

Minister-President of the Flemish Government; Serge Kubla, Minister
of Economie of the Walloon Government; Jaak Gabriels, Minister
of Economy of the Flemish Government, and many others.
February 14-15, 2003:
Glasgow, Seminar of the project "European Academy
on Employee Ownership". The project is organized by Employee
Ownership Scotland, with EFES partnership. The aim is to gather
European specialized researchers.
